The Engagement Gap

Developers and residents are like roommates who never talk
— and without a way to communicate, they keep on stepping
on each other's toes.
50% of residents report being dissatisfied with how their concerns are considered where they live, according to a report from Germany
43% of young people say they are not involved in shaping critical issues like public spaces and city design
70% of respondents in a UK survey wanted more opportunity to influence development and better accountability for developers
5-15% participation per initiative or event is common for resident involvement in neighborhood activities and local decision-making processes across EU cities

84% of respondents in a UK-wide survey lack confidence in private developers,
revealing a deep disconnect between communities and those shaping their environments
Widely cited data from the 2019 Grosvenor survey show that only 2% of the UK public trust developers when it comes to planning large-scale developments. The findings from the 2025 Real Estate Well Being survey show a modest rise in public trust: 16% of respondents now express confidence in developers and planning authorities. This uptick may reflect the growing adoption of Social Value strategies within the planning system over recent years.

Private developers are facing rising pressure to demonstrate community participation, ESG responsibility, and social value — but most urban engagement efforts fall short.
The gap signals more than poor communication. It represents real risks.

Meet New Frame

Meet New Frame

New Frame is a collective with a mission to explore alternative pathways for organizing society and tackling and stewarding the shared planetary space. Our working hypothesis is that a successful future must be rooted in a radical reframing of our relationship to everything: from technology and economic growth to land and non-human life. We are imagining new ways of how democratic principles can withstand hegemonic forces in thriving cities of the future. We are also considering what might be unleashed if rivers could express their need for care. Or if aliens decided to invade earth and exploit us as we exploit animals. These are bold aspirations and will only be achieved by a collective movement of diverse experts and unusual allies. This is a story of practical reimagining that we are excited to put our energy behind.

Resident_Link is New Frame's first project.
